Since the present high-tech industries are all centralized in north and south Taiwan, the traditional industries have moved abroad and in consideration of the unbalanced industrial development in central Taiwan, President Chen has been pushing the construction of the 3rd science industrial park in central area positively; the "three of the third" promise is one of President Chen's policy promises in Taichung area. This science industrial park is going to conclude in the existing science passage on the west coast. Also, it would implement the policy of the green silicon island specifically.

The Central Taiwan Science Park includes Taichung, Howli, and Huwei parks stations. Taichung Park is located on the boundary of Daya Township in Taichung County and Xitun District in Taichung city; the area is measured 413 hectares. Howli Park is located at southeast corner of Howli Township, close to intersection of Howli Township, Tunshi Township and Fengyuan City, with an area of 255 hectares on the other hand, the Yunlin Industrial Park is located beside the specific area of Taiwan High Speed Rail in Huwei Township, Yunlin County; the area is measured 97 hectares. The provisional office of Central Taiwan Science Park was set up on Oct. 1, 2003 in Taichung. Besides attracting companies investing in the park positively, to response to economic needs of factories, the construction was started simultaneously to win over time.

The purpose of setting up a science industrial park is to encourage developments and productions of high-tech industrial goods. Therefore, the government does provide the investing companies many preferentialtreatments and efficient administrative services to supply a quality investment environment that promotes the technology of high-tech industries.

This guide provides investors with detailed investment and factory establishment procedures as well as various benefits and incentives based on related laws and regulations. In case the applicable laws and regulations or the available information/data are subsequently amended or changed, the revised ones shall govern.
